Richard Middleton

Richard Middleton is a managing director at the Association for Financial Markets in Europe, which represents a broad range of European and global participants in the financial markets.


Richard is responsible for the tax and accounting divisions of AFME. The tax division represents member firms and helps them to analyse and communicate the impact of proposed legislation. Recent work includes analysis of the European Commission’s proposed directive on a financial transaction tax, and building the evidence base as to the potential impact.

Prior to joining AFME, Richard held line roles in industry – he was an Executive Director at GE - and a Senior Managing Director at Bear Stearns – having started his career at Ernst & Young, where he qualified as a Chartered Accountant. Richard was previously a Fellow in Mathematics at St. Catherine’s College, Oxford University, from which he holds an MA and a DPhil.

Paul Symons

Paul Symons is Head of Public Affairs at Euroclear SA/NV. He is responsible for managing Euroclear’s relationships with those stakeholders that influence the regulatory and political context in which Euroclear operates. He is a board member of the European Central Securities Depositories Association and chairs the Association’s Policy Working Group.

Mr. Symons joined Euroclear in 2002, following the merger with CRESTCo (now Euroclear UK & Ireland), the central securities depository for UK and Irish securities. At CRESTCo, he was responsibe for marketing, public relations and CRESTCo’s strategic approach to the retail market.

Previously, Mr. Symons spent seven years working in the Banking Supervision division of the Bank of England. Mr. Symons holds a degree in History from the University of London (UK).

A partner since 1996, in his current role Rod leads Ernst & Young’s banking tax practice. He is a chartered accountant and corporate treasurer and a specialist in the taxation of debt, equity and derivatives. He is Ernst & Young’s lead partner on financial transaction tax leading a network of professionals on EU FTT both across the 11 member states and with the major global financial centres.

I am a Certified Accountant and Chartered Insurer and I have in excess of 30 years experience in Financial Services Tax. For the long period up to February 2000 I worked for Axa Sun Life and as Tax Manager I was responsible for various tax projects and operations including Life Assurance taxation. Since March 2000 I have worked for the Bank of New York, which is now the Bank of New York Mellon, firstly as Head of Tax in UK Fund Accounting operations and since March 2012, as Head of UK Tax services in the EMEA Asset Servicing Tax Services team. My current role includes development and enhancement of our tax services, liaising with our clients concerning tax regulatory changes, and participation in industry associations in respect of tax developments.

Malcolm joined Investec Asset Management in October 2012 where he has responsibility for tax services for the asset management business globally. He has over 17 years’ experience in the investment management and wider financial services sector, including time at PwC, JP Morgan and Morgan Stanley. Malcolm is currently Vice-Chair of AIMA's Tax Committee and formerly a member of the IMA Tax Committee. His current work includes specific focus on FATCA and FTT.

James joined the NAPF in 2009 and is Senior Policy Adviser: EU and International. He leads the NAPF’s policy work on EU issues, including the review of the EU pensions Directive and the Financial Transaction Tax. He also covers regulation of Defined Benefit pension schemes.Prior to joining the NAPF, James was Public Policy Manager for ASDA Stores Ltd and Head of Public Affairs at the Institute of Directors. Earlier in his career he held a series of positions in the Conservative Research Department, serving as Head of Economic Section and then as Deputy Director. He has worked with political leaders in Namibia, Sri Lanka and Belarus.

Felix is an Attorney at Law and a Certified Tax Consultant. In 1989 he was awarded a doctorate degree in private banking law.
