I talked to the IRS in late September by phone and arranged to pay 90% of what I owed in taxes 2012 by October 8 at the Las Vegas IRS Office. (October 8th being a deadline unless I wanted to setup payment arrangements after October 8). I was not told of a ShutDown for October 1 at that time. On October 7th I took a money order to the Las Vegas IRS office to give payment as I had promised; however I found the IRS office closed. I was not aware that the IRS would be affected in the Government Shutdown.

I then returned home and proceeded to call the IRS 800 number to make the payment over the Phone on a Credit Card, however the 800 number was closed and there was no menu on the phone that allowed for an automatic payment by credit card. I had no other option but to mail in the payment. So I mailed the money order in the amount of $900 to the California IRS office and got a certified receipt to prove payment and the date the payment was mailed. I hope there is enough staff there and a place that the payment will be received. It looks like it is not known when the government shutdown will end. I need to know if the IRS received the payment, and when it will be processed to my account as paid? I had the letter stamped to prove that it was mailed on time and should be received by the deadline due date of October 8th. I should not be held responsible for the Government Shutdown, as I knew nonthing about the shutdown on October 1, 2013 until after I had made arrangements for payment. I now owe the IRS a $200 balance when they credit that payment, and I told them I would pay that in November. I don't feel I should have to pay any additional interest or late charges under the circumstances. There money should be at the office by the due date.

Unknowingly,you did exactly the correct thing. The IRS announced that they will accept postmarks and certified return receipts as timely payment. It may take them awhile to get caught up posting everything once they open up again, but the post date will be the date on the paperwork and not the date they finally get caught up. I would suggest you use the IRS.gov website to make you further payments as you get immediate acceptance and receipt of the payments.
