Is self-employment income of U.S. citizen's spouse obligated in Social Security?
A spouse of a U.S. citizen can elect to be treated as a resident alien for income tax purposes. If they live abroad, what is the status of Social Security Tax, is it considered income tax, or not?

Go to ssa.gov and see if there is an earnings record. See if there is 40 quarters paid in. Has the US citizen filed 1040s? What status? §3121(l) election?
