Is the New Markets Tax Credit (NMTC) program still in effect?

No, currently the New Markets Tax Credit (hereinafter "NMTC") program expired on December 31, 2013.
As a background, the NMTC program was established back in 2000 as part of the "Community Renewal Tax Relief Act of 2000". The goal of the program was to spur revitalization efforts of low-income and impoverished communities across the United States and its territories.
However, it is anticipated that the NMTC Program will be retroactively reinstated as President Obama recently released his fiscal year 2015 budget proposal on March 4th that included a provision that would modify and permanently extend the NMTC program.
It is still early in the legislative process but many on Capitol Hill are optimistic that the NMTC program will be retroactively reinstated.
