My nephew has not received his W2 for 2017. Employer says they mailed it. They want to charge him $20.00 for current W2. Is this legal?

If they say they mailed it, they probably did in the ordinary course of business. They are entitled to be reimbursed for the cost of providing a new one. I think, $20 is excessive, but that's not my call. Your nephew can download IRS Form 4506-T and order a transcript of all his wage and information documents from IRS and they will mail it to him for $zero.
